Accountable Courts
USAID’s Rule of Law program targets select courts at the district and appellate levels to improve their performance, accountability, and transparency to the public. To further this goal, USAID’s program assists government oversight institutions, as well as independent “watchdog” and advocacy organizations, in their roles as monitors of public sector performance and funds.

Institutional Oversight and Audit
Closely integrated with the Component 1 "Accountable Courts", the main goal of this component is to improve government checks and balances and accountability, thereby reducing corruption. The means by which USAID seeks to achieve this goal is by strengthening Albania’s still-weak oversight/ audit mechanisms in all branches of government.

Civic Monitoring and Engagement
Civic Monitoring and Engagement activities are designed and implemented in an integrated manner to provide value-added support to Component 1 and Component 2 activities. It includes Civic Monitoring and Engagement Grants, the performance of the Corruption in Albania Perception and Experience Survey 2007, support to develop CSOs and the media.

Plan of Activities: Component 1
Component 1’s activities in the coming project year will be a continuation of many of the activities and projects either undertaken or planned for the first project year. During the last project year, the Project entered into MOUs with each of the 10 pilot courts. The signed MOUs developed the framework for collaboration between the Project and the pilot courts. One of the features of each of the MOUs is the establishment of a Court Advisory Working Committee. These committees have been a key to the success of the last project year and will continue to be instrumental in the implementation of the activities with the pilot courts. Click to read more...
Plan of Activities: Component 2
During the second year, Component 2 will focus on providing assistance to Hight Inspectorate for Declaration and Adit of Assets for
1. Developing the skills to verify and investigate questionable Declarations of Assets;
2. Assisting HIDAA’s Public Affairs Directorate to promote HIDAA and its corruption fighting activities;
3. Developing initiatives for educating citizen, private interests and public interests on conflict of interest;
4. Developing relationships with key government agencies that can support HIDAA in its fight against corruption. Click to read more...
Plan of Activities: Component 3
One of C3’s cross-cutting activities will be improving the media’s and public’s knowledge and understanding of court procedures and the Albanian justice system. At Durres, Vlore and Pogradec Public Forums the participants discussed the lack of professional communication and understanding between some courts/chancellors and media and the low level of reporting on courts by journalists. To address these concerns, ROLP will organize several workshops and forums with journalists, chancellors, chief judges, lawyers, and citizens. USAID’s Rule of Law Program (ROLP) in Albania assists courts in Albania in meeting standards of efficiency, performance, accountability and transparency. It also provides assistance to improve the performance and impact of independent institutions that play a role in monitoring public spending and auditing financial disclosures. Linked with the above mentioned two areas, ROLP strives to engage associations, civil society organizations, and media in oversight and monitoring of institutions and courts.
ROLP encompasses three main components: Accountable Courts, Institutional Oversight and Audit, and Civic Monitoring and Engagement.
